New findings highlight the challenges facing Japanese companies in achieving their “next leap forward”

The report explores how Japanese companies are leveraging technology to strengthen trust and ethical culture in an era defined by AI, data analytics, and an evolving regulatory landscape. Based on large-scale research involving professionals and employees worldwide, the report examines Japan-specific trends and gaps relative to global benchmarks.
Key Findings and Trends in the Japanese Market
E&C programmes in Japan are showing overall improvement, with 59% of organizations reporting progress year-on-year. However, this lags behind the global average of 74%, indicating a slower pace of advancement. Notably, organizations implementing “high-impact program” that prioritise ethical culture outperform peers by 1.2x in data utilization—highlighting a growing divide between forward-looking organizations and those relying on traditional approaches.
1. Current State of Data Utilisation in Performance Evaluation
Only 27% of organizations in Japan use data analytics tools to assess program effectiveness, significantly below the global average of 42%. While many organizations have implemented such tools, they face challenges in translating data into actionable insights and programme improvements—underscoring the importance of connecting tools to tangible outcomes.
2. AI Adoption and Integration: From Pilots to Performance
AI adoption in training stands at 31% in Japan. However, only 28% of organizations have established plans to integrate AI across their programs, compared to 33% globally. Success will depend on moving beyond activity-based adoption toward outcome-driven implementation, supported by clear governance and KPIs.
3. Board Stewardship and Ethical Culture Resilience
Board-level oversight of E&C programmes is strong in Japan, with 82% of organizations reporting such structures. However, benchmarking against peers remains limited at 26%, compared to the global average of 40%.
Additionally, growth in ethical culture resilience is lower in Japan (66%) than globally (82%), and perceptions of program effectiveness also lag (Japan 69% vs global 84%). These findings point to a disconnect between leadership intent and employee experience.
To address this, organizations should expand scenario-based approaches and in-flow microlearning for middle managers, embedding ethical intelligence at every level.
4. Strengthening Third-Party Oversight
Japan continues to lag in third-party risk management, with limited investment in due diligence. Only 14% of organizations report dedicating significant effort to third-party due diligence, compared to 27% globally.
Similarly, prioritisation of continuous monitoring stands at 19% in Japan, versus 32% globally. Strengthening these oversight mechanisms is critical for managing supply chain and ESG risks.

- Integrate ethics and analytics: Combine cultural indicators and risk signals to inform everyday business decisions, with targeted investment to improve Japan’s data utilisation rate (27%).
- Embed ethical intelligence across all levels: Maintain Japan’s preference for in-person training (45%) while expanding digital capabilities and manager-focused development.
- Enhance board stewardship: Provide diagnostic dashboards and actionable reporting to address gaps in benchmarking.
- Clarify the role of AI: Establish governance frameworks and KPIs to transition from experimentation to measurable outcomes.
- Strengthen third-party oversight: Prioritise due diligence and continuous monitoring to address ESG and supply chain risks.
