Codes of conduct: More usable, yet falling behind emerging risks

The 2025 Report reveals how organisations are reimagining their codes of conduct to be more digital, multilingual, and user-friendly, while still struggling to keep pace with emerging risks like artificial intelligence and communication breakdowns across management levels.

Drawing from a review of nearly 200 global codes and survey data from more than 2,000 employees across 15 countries, the report benchmarks code effectiveness and explores how codes influence ethical decision-making across today’s complex workplace.

Key findings from this year’s report include:

  • AI is missing: Only 15% of codes address AI, leaving a critical guidance gap around one of today’s most pressing risks.
  • Middle management disconnect: While 85% of executives discuss the code with teams, less than half of frontline employees hear about it from their managers.
  • Employee engagement rising: 76% of hybrid employees use their company’s code as a resource, showing flexible work supports stronger engagement.
  • Digital delivery on the rise: Two-thirds of employees access their code in their native language, while 32% of organisations now offer web-based codes.
